do Mercosul (Mercosul Educacional), \u00f3rg\u00e3o respons\u00e1vel pela coordena\u00e7\u00e3o das pol\u00edticas educacionais entre os pa\u00edses membros do bloco. Na 50\u00aa Reuni\u00e3o de Ministros da Educa\u00e7\u00e3o do Mercosul, que aconteceu em Buenos Aires no dia 16 de junho de 2017, o Ministro da Educa\u00e7\u00e3o brasileiro, Mendon\u00e7a Filho exaltou a reuni\u00e3o e destacou a\u00e7\u00f5es do governo brasileiro com objetivo de facilitar a mobilidade entre universit\u00e1rios dos pa\u00edses membros do Mercosul (Portal do MEC, 2017). <\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">A Reuni\u00e3o de Ministros da Educa\u00e7\u00e3o do Mercosul (RME), criada em 1991, foi a segunda inst\u00e2ncia desse tipo no bloco e, desde ent\u00e3o, mant\u00e9m regularmente suas reuni\u00f5es e atividades (ROSEVICS, 2015). Diferente da integra\u00e7\u00e3o econ\u00f4mica, em que nem todos os pa\u00edses membros e associados do Mercosul podem participar plenamente, por quest\u00f5es comerciais, o n\u00edvel de engajamento \u00e9 alto quanto se trata da integra\u00e7\u00e3o educacional. Nos seus 26 anos de exist\u00eancia, o Setor Educacional do Mercosul obteve avan\u00e7os significativos em diferentes \u00e1reas. Hoje qualquer estudante que tenha realizado seus estudos prim\u00e1rio, m\u00e9dio (Decis\u00e3o 04\/1994) ou m\u00e9dio t\u00e9cnico (Decis\u00e3o07\/1995) em um dos pa\u00edses do bloco tem seus diplomas reconhecidos em todos os demais pa\u00edses. Os alunos de ensino superior tem assegurado o direito de prosseguirem seus estudos de p\u00f3s-gradua\u00e7\u00e3o em qualquer pa\u00eds do Mercosul (Decis\u00e3o 04\/1996) e aos professores \u00e9 assegurado o reconhecimento de seus t\u00edtulos e graus universit\u00e1rios para exerc\u00edcio de atividades acad\u00eamicas (Decis\u00e3o 04\/1999). <\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">A Presid\u00eancia Pro-Tempore do Brasil no Mercosul Educacional n\u00e3o poderia acontecer em momento mais oportuno, em que o projeto mais ousado e complexo apresentado pelo Brasil ao Setor, qual seja, a Universidade Federal da Integra\u00e7\u00e3o Latino Americana (Unila), est\u00e1 amea\u00e7ada.<\/div>\n<div style=\"text-align: justify;\"><a name='more'><\/a><\/div>\n<div style=\"text-align: justify;\">Em 2006, durante encontro para a assinatura do \u201cProtocolo para Cria\u00e7\u00e3o de Mecanismo Permanente Conjunto em Temas Educacionais\u201d, os ent\u00e3o Ministros da Educa\u00e7\u00e3o do Brasil Fernando Haddad e o Ministro argentino Daniel Filmus discutiram a proposta para a cria\u00e7\u00e3o de uma &#8220;Universidade do Mercosul&#8221; (ALMEIDA, 2015). A ideia inicial era criar uma institui\u00e7\u00e3o de ensino superior multinacional, em que estudantes e professores de todos os pa\u00edses membros do Mercosul pudessem participar desenvolvendo atividades de pesquisa, ensino e extens\u00e3o voltadas para a integra\u00e7\u00e3o regional do Mercosul. A Itaipu Binacional, localizada em Foz do Igua\u00e7u, interessada no projeto, comprometeu-se em fornecer auxilio t\u00e9cnico e log\u00edstico para a institui\u00e7\u00e3o. Por\u00e9m, a implanta\u00e7\u00e3o da \u201cUniversidade do Mercosul\u201d necessitava de uma integra\u00e7\u00e3o educacional de n\u00edvel superior muito mais profunda do que o existente e or\u00e7amento maior do que o previsto para o Fundo de Financiamento do Setor Educacional do Mercosul (FEM). <\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">Ciente da import\u00e2ncia da educa\u00e7\u00e3o para a integra\u00e7\u00e3o sul-americana, integra\u00e7\u00e3o essa tem papel fundamental na pol\u00edtica externa brasileira (AMORIN, 2009), o Governo de Lula da Silva transformou a ideia da &#8220;Universidade do Mercosul&#8221; na Unila, uma institui\u00e7\u00e3o p\u00fablica de ensino superior brasileira que surge internacionalizada, com metade das suas vagas destinadas a alunos dos demais pa\u00edses latino-americanos, com professores de diferentes nacionalidades, em uma cidade que faz fronteira com dois outros pa\u00edses e que busca promover a constru\u00e7\u00e3o de conhecimento voltado as necessidades objetivas dos povos da Am\u00e9rica Latina. A Unila, assim como a Universidade da Integra\u00e7\u00e3o Internacional da Lusofonia Afro-Brasileira (Unilab) s\u00e3o institui\u00e7\u00f5es \u00fanicas em seus objetivos e suas potencialidades para a pol\u00edtica externa brasileira (CARVALHO; ROSEVICS, 2013).<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">O Deputado S\u00e9rgio Souza (PMDB\/PR), prop\u00f4s na emenda aditiva \u00e0 Medida Provis\u00f3ria n\u00ba 785\/2017 (que trata sobre financiamento estudantil), que Universidade Federal da Integra\u00e7\u00e3o Latino-Americana (Unila) seja convertida em Universidade Federal do Oeste do Paran\u00e1 (UFOPR). Desta forma, a universidade perderia sua identidade voltada para a integra\u00e7\u00e3o latino americana. <\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">O referido projeto, verdadeiro cavalo de Troia, ignora por completo o valor estrat\u00e9gico da institui\u00e7\u00e3o bem como da Integra\u00e7\u00e3o Regional para o Brasil. A Unila representa a busca do pa\u00eds em concretizar o principio constitucional de \u201c[&#8230;] integra\u00e7\u00e3o econ\u00f4mica, pol\u00edtica, social e cultural dos povos da Am\u00e9rica Latina, visando \u00e0 forma\u00e7\u00e3o de uma comunidade latino-americana de na\u00e7\u00f5es\u201d, conforme par\u00e1grafo \u00fanico do artigo 4\u00ba da Constitui\u00e7\u00e3o de 1988. <\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">Assim como qualquer outra institui\u00e7\u00e3o de ensino superior no mundo, a Unila tem suas disputas intelectuais, suas disputas de poder, bem como suas limita\u00e7\u00f5es f\u00edsicas, financeiras e acad\u00eamicas. Alguns desses problemas inclusive s\u00e3o mais complexos que o normal devido a sua natureza multinacional, multi\u00e9tnica e multilingu\u00edstica. Contudo, nenhuma desses problemas inviabilizou sua cria\u00e7\u00e3o, nem a sua exist\u00eancia.
